THE CASE FOR AVLS. NAV 85 - LAND NAVIGATION AND LOCATION FOR MOBILE APPLICATIONS - PAPERS PRESENTED AT THE 1985 CONFERENCE OF THE ROYAL INSTITUTE OF NAVIGATION, YORK, 9-11 SEPTEMBER 1985

Automatic vehicle location systems (avls) have been the subject of discussion and development for more than ten years and yet so far there are few if any systems installed and operating on other than a trials or technical evaluation basis. Electronics companies from many technical backgrounds have attempted to sell and implement systems commercially and yet continue to fail to do so. This situation and the failure of systems so far have led to cynicism regarding the benefits of avls on the part of both the potential customers and the manufacturing companies. This paper discusses some of the reasons for this lack of success. Applications of avls and the perceived advantages that implementation would bring are considered as are some of the technological advances that are now available to bring avls within the budgetary reach of user groups and allow the rekindling of confidence.
