AVIATION'S PERSPECTIVE. MOVING AMERICA: A LOOK AHEAD TO THE 21ST CENTURY, PROCEEDINGS OF THE CONFERENCE, WASHINGTON, D.C., JULY 24, 1989
Edwin I. Colodny, president of USAIR, Incorporated, in this presentation to the conference "Moving America: A Look Ahead to the 21st Century," emphasizes that aviation today is truly mass transportation. He predicts that air traffic will grow by 25% in the next century and calls for increased aviation infrastructure to meet this need. He recommends: retention of user fees in airport and airway capital development; assignment of capital spending to airport capacity expansions and new airports, with consideration of environmental aspects; acceleration of the National Airspace System plan to modernize air traffic control systems and surveillance and weather technology; and allocation of additional resources to research and development to increase capacity. He draws attention to concerns such as the need for a new noise policy on a national level, for the use of military airports by both civil and military organizations, and for the relief of congestion by using such methods as high-speed rail for short hauls in areas where air space is overcrowded.
