THE NATIONAL TRANSPORTATION POLICY - OPPORTUNITIES FOR SECOND THOUGHTS ---PROCEEDINGS OF THE 23RD ANNUAL MEETING OF THE CANADIAN TRANSPORTATION RESEARCH FORUM, MINAKI LODGE, ONTARIO, CANADA, 24-27 MAY 1988
This paper critically reviews the national transportation act which came into force in January 1987. The paper focuses on section three of the act in which the national policy on transportation is outlined. The following issues are examined as they are affected by the act: safety, competition and reduced regulation, regional economic development, cost recovery, imposed public duties, common carrier obligations, and federal-provincial cooperation. Certain ambiguities and problem areas in the act are identified, and it is concluded that a process of clarification and refinement of the act should be initiated.
