THE STRUCTURE OF THE QUEBEC TRUCKING INDUSTRY : AN EMPIRICAL ANALYSIS ---PROCEEDINGS OF THE 23RD ANNUAL MEETING OF THE CANADIAN TRANSPORTATION RESEARCH FORUM, MINAKI LODGE, ONTARIO, CANADA, 24-27 MAY 1988

With the enactment of bill c-19 and the subsequent restructuring of the regulatory environment for trucking at the national level, it will be necessary for each provincial government to introduce a new transportation act to harmonize its legislation in keeping with Federal law. This paper examines the present structure of the regulated trucking industry in Quebec, in order to anticipate the eventual behaviour of its members if existing regulations are abolished over the next few years. It is argued that the adjustment process has been at work in Quebec for quite some time, for two main reasons: the relative openness of the Quebec economy and the existence of "leakages" in Quebec regulations that unofficially countervail the protectionist rules of the Quebec transport commission.
