PERFORMANCE AND BUILDING: PROBLEMS OF EVALUATION
Shortcomings in the traditional performance evaluation of built facilites are pointed out, and an organizationally sensitive performance-evaluation model is proposed that recommends an overall performance evaluation of the building process as a function of the well-being of its task organizations. The model that is proposed shifts the emphasis of appraisal from the maximization of subsystem to the maximization of the final product. The model seeks a joint optimum solution by insisting that each subsystem must satisfy the feasibility criteria, and it takes care of special requirements by a differential allocation of bargaining powers among the participating task organizations.
