CASUAL CARPOOLING IN THE SAN FRANCISCO BAY AREA

Currently casual carpools are found in only two areas of the United States--along the Shirley Highway corridor to Washington, D.C., and the east side of San Francisco Bay. As high occupancy vehicle (HOV) facilities become more prevalent around the country, casual carpools may become widespread. This article assesses whether casual carpools should be encouraged or discouraged, their potential for expansion or replication, and whether casual carpoolers' behavior is transferable to other commuting issues. The data in this article are based on counts and observations conducted at pick-up locations near BART stations and Alameda-Contra Costa Transit bus stops in 1985, 1987 and 1989 and also surveys of casual carpool participants. Mail-back questionnaires were distributed to drivers and riders in March 1985 and June 1987.
