INFRASTRUCTURE MAINTENANCE MANAGEMENT SYSTEM DEVELOPMENT

Concern over the deterioration of the infrastructure including transportation networks calls for rational solutions to the problem of neglect. In this paper, the concepts of maintenance management incorporating preventive maintenance principles in lieu of crisis management are presented. It emphasizes the importance of an integrated maintenance management system, defines the concepts of infrastructure maintenance management. The interdependence between all levels of a maintenance management system (strategic, operational and tactile) justifies the development of a vertical information system for the management of maintenance and capital improvement functions. The different functions of a maintenance management system are described. The modules of an integrated maintenance management system in the case of a water distribution system are analyzed, along with their required interfaces. The phased development approach for MIS (management information system) design is suggested as a means to build progressively a maintenance management system without disturbing or affecting the organizational procedures and routines.
