MEASURING DESIGN AND CONSTRUCTION QUALITY COSTS
The field trial is reported of a quality performance tracking system (QPTS), defined as a management tool providing for the quantitative analysis of certain quality-related aspects of projects by systematically collecting and classifying costs of quality. The paper describes the tracking system, the costs and schedule control systems and coding, QPTS data collection, and the application and preliminary field trial results. The conclusions drawn from the study are presented. The study found that defining quality as conformance to requirements provides an objective basis for measuring quality and certain related costs, provided the reqirements are clearly stated. The cost of quality is defined as the sum of the costs associated with the management efforts and with correcting deviations. Other study findings are also discussed.
