COUNTY PUTS NEW TWIST ON IN-PLACE RECYCLING

The County of Dallas, Texas, is using recycled asphalt in a variety of ways to improve local roads and save money. By adding an emulsion directly through a milling machine's central chamber, in-place cold-recycling is being used to rebuild deteriorated roads. Other in-place recycling methods require a screen deck to assure uniform sizing of the recycled asphalt pavement (RAP), and they employ a pugmill to mix RAP with emulsion. Careful planning enables the county to achieve same-day use of milled asphalt on nearby streets, where it is recycled in-place. Where a new surface is required, old asphalt is milled and stockpiled for later use. The county, playing a backup role for local communities, is furnishing RAP, equipment and experienced labor as well as helping to coordinate projects to make the recycling operation a success.
