HI-TECH DECLARES WAR ON ILLEGAL PARKING

The war being waged against illegal parking seemed destined to failure, until high technology came along to help win the battle. Hand-held computers are swinging into action to provide needed relief for the hard pressed parking enforcement staff in the city of Westminster. There has been a reduction in the number of offenders as the number of tickets issued has increased. Computerization has made a major contribution--the number of tickets which have to be cancelled has reduced significantly because there is no need to read the warden's handwriting and no input errors as a result. The hand held terminal checks that the meter post number entered is valid for that street, eliminating another cause of lost revenue. But probably the biggest saving of all is the electronic pocket book which is a feature of the terminals being used. Each time a ticket is issued the warden is taken through a whole series of questions and prompted to give single keystroke answers. At the end of the day, when the data on tickets issued is transferred to the main computer, that questionnaire is reconstructed and placed on a database. Information can be retrieved instantly by entering the ticket number. Hi-tech is also supplying help in another area, Limited Waiting Enforcement. The hand held computer provides automatic timing, automatic checks with maximum stay and "no return within" rules, even valve position recording, which has resulted in a 35% increase in efficiency.
