The orientation law on inland transport in France is an element of the government's decentralisation policy. It means that local authorities will be responsible for a greater part of public transport in suburban areas. Legislation places emphasis on public transport improvements necessary to ensure easy access to transport. It seems important to adapt public transport supply to demand in specific types of urban area. One method of approaching this problem has been to define the principal obstacles to the development of public transport in the types of area chosen. Each gives rise to specific problems which, up to now, appear to have been badly solved if one judges by the low level of use. Several hypotheses were tested to examine possible explanations: failure of adapting supply to real needs, transport operators' doubts regarding the promotion of new types of transport, reticence or hesitation on the part of elected representatives in fields unfamiliar to them, and financial gamble of adding public transport costs to other service costs and local management.
