The article describes a hazard index to evaluate the need for adult crossing guards at school crossings and to enable such needs to be put in priority order. The hazard index also allows traffic control devices to be explored in an effort to reduce the hazard, and as an alternative to placement of an adult crossing guard. The hazard index formula accounts for the traffic volume, street width, traffic speed, sight distance, stopping distance, and the number and ages of the children. The reduction in school crossing accident rate for the City of Arlington, Texas, is attributed to 2 factors: decision on which school crossings are to have adult crossing guards; and on-going training and supervision program for crossing guards.
