This article summarizes the presentations given at this technical session held at the 11th IRF World Meeting including one by John S. Jorgensen, IRF Secretary, emphasizing the need to consider the long term economic impact of maintenance funding decisions. He gives the example in which maintenance funds were diverted to extend a 1000 kilometer road network by 10 kilometers a year for ten years. At the end of that time, 100 kilometers of new roads were constructed while 400 kilometers had become unserviceable because the remaining funds were only adequate to maintain 600 kilometers.
