CONSTRUCTION SITE SAFETY LEGISLATION INTRODUCED IN CONGRESS
The Construction Safety, Health, and Education Improvement Act of 1989 (S. 930/H.R. 2254) has been referred to the Labor Committees of the Senate and House. This Dodd-Shays safety bill has been endorsed by the American Society of Civil Engineers. One significant element of the bill is that responsibility for construction site safety would remain with the contractor, which is a change from legislation proposed last year. The new bill would also establish an Office of Construction Safety within OSHA to develop mandatory criteria for safety, investigate fatalities, and train construction safety specialists.
