OATS: MISSOURI'S 88-COUNTY SYSTEM
A brief history and current operations of the 88-county, 240 vehicle Organized Alternative Transportation System (OATS, Inc.) which provides door-to-door transportation service for three-fourths of Missouri is given. The system uses some 1,200 volunteers, has county committees which manage the system and boasts extensive coverage to all regions of its service area. Volunteers hold fund raisers such as raffles, solicit donations and subsidies from local businesses, schedule rides, address rider complaints, organize tours, and are the liaisons between potential riders and drivers.
