TIME IN TRANSPORT: A PERVERTED PROBLEM? ARGUMENTS FOR A FRESH LOOK AT TIME UTILITY RESEARCH AND APPLICATION. TOI REPORT SUMMARY
Time in transport is a wide-ranging subject and one in which great interest has been shown, as indicated by the extensive literature. However, this interest has been completely dominated by one aspect, i.e. the conversion of time to money and different ideas of how time saved may be expressed in monetary terms. This is important enough, but only a limited part of the whole subject. But the literature, which includes consultants' reports and traffic investment plans for specific cases, has ignored the basic problems which must be solved first in order for an economic evaluation to be meaningful.
