ON THE ROAD AGAIN
Significant changes to the Hazardous Materials Transportation Act (HMTA) that are expected during its reauthorization are discussed. These include first responder issues in emergencies, and preemption issues. The need for training of police and fire personnel is noted, and funding for such training is discussed. Industry is expected to press for protective provisions, and state and local authorities will oppose proposals favoring federal preemption of their fees. Inconsistencies in route restrictions, and prenotification regualtions will be covered in the reauthorization. A comprehensives Ohio law that extends the jurisdiction of the state public utilities commission over shippers as well as carriers of hazardous materials is discussed. Hazmat issues bills pending before congress are noted.
