CONSTRUCTION MATERIALS QUALITY MANAGEMENT
The quality process for materials is discussed and it is pointed out that fabrication and preshipment verification are only a part of the overall quality program. The supplier's quality assurance program is one of the most important functions. Such a program must exist to prevent shipment of nonconforming materials and to correct such deficiencies in the shop. As in every other construction system, quality assurance and quality control start with the owner, but extend to the engineer, who is responsible for standards and specifications, and to the contractor, who requires quality products of vendors and subcontractors. Nonconformances in fabrication must be indentified so as to allow correction in fabricators' shops, where they are equipped with the proper skills and equipment to correct them. The materials quality cycle involves establishing organizational responsibilities, supplier relations, levels of inspection, and on-site quality control. The importance of knowledgeable personnel, and of documentation is noted.
