URBAN TRANSPORTATION FOR THE DISABLED IN CANADA : AN ASSESSMENT OF OPERATORS' NEEDS

The primary objective of this study was to assess the operators' needs in planning and managing services for the disabled in the urban communities of Canada. The term "operators" includes the persons responsible for the delivery, planning and policy setting at the local municipal level. Significant issues include the criteria for eligibility for special transit services, and funding sources and levels. Organizational needs identified by the operators include a strategy for growth, system capacity, hours of service, funding, and training for management and staff. Management needs included stategies to cope with growth and change, training, performance indicators, demand forecasting techniques, lobbying support, training, legislation and trend monitoring, computer-assisted scheduling, and guidelines for response to advocate groups.
