Following a commission from the Ministers, responsible for road safety in Denmark, Finland, Norway and Sweden, a working group set up by the Nordic Road Safety Council has studied problems relating to a legislation concerning compulsory use of seat belts. Technical and medical investigations clearly show that the seat belt is extremely efficient in life saving, in reducing the number of injuries and in diminishing their seriousness. Other types of occupant restraints seem not suited to replace the seat belt as a protective device. In the very few instances where seat belts have caused injuries, they are light in comparison with the injuries to be expected if the occupant had not worn a seat belt. Of the different possibilities studied to increase seat belt usage, the working group recommends a compulsory seat belt use. This obligation is proposed to include all seat - front and rear - fitted with a belt according to prescriptions as well as where a non-compulsory belt installation has been made. Wearing of seat belts should be prescribed only if the vehicle is in motion. Exemptions should be allowed in situations where speed is extremely low, i.e., during rearward driving, driving within a parking area, a gas station, a repair shop, etc. There is, according to the working group, no reason for exemptions except children of less than 15 years of age or any occupant with a body stature of less than 150 centimeters should be exempted. The possibility of a law concerning the placing of children who cannot wear a seat belt should be considered. The working group recommends that trespass against the seat belt obligation should be penalized (fined). Since an age limit of 15 years was considered for the obligation, the legal responsibility for children's seat belt wearing will cause no problem. Concerning the question of damages, the working group has found no reason to reduce the compensation on the grounds that seat belt has not been worn. /VS/
