EMPLOYEE STOCK OWNERSHIP PROGRAMS AND THEIR USE IN TRUCKING: CAPITAL FORMATION, EMPLOYEE PARTICIPATION, OR SURVIVAL?

One major impact of the administration of the Motor Carrier Act of 1980 has been upon organized labor and the commodity LTL trucking carriers. These carriers have experienced a number of bankruptcies since 1980, and unemployment has increased dramatically. This segment of the intercity industry is in the process of being restructured to survive in the new deregulated environment. The paper presents a brief review of the function of employee stock ownership programs, their limitations and qualifying factors associated with ESOP's and TRASOP's (tax credit ESOP's). Following a review of employee stock ownership programs by select carriers in the U.S., the paper concludes with several recommendations that should be considered by a firm contemplating adopting an ESOP or TRASOP.
