THE DIFFERENTIATED WRITTEN DRIVER'S LICENSING TESTS. AN ANALYSIS OF THE CHARACTERISTICS OF THE TESTS USED DURING 1973

The written driving licence tests introduced in Sweden in connection with the differentiated driver licensing system of 1973 were subjected to analysis. The purpose was to analyze the characteristics of the tests in various respects, the predictability of test characteristics, changes in these characteristics over time, the equivalence of parallel versions of the tests and the qualities of separate test items. During the first half of 1973 one set of tests was used, consisting of one basic test common to all applicants irrespective of type of certificate applied for and several supplementary tests selected according to type of certificate. In august 1973 a second set of tests replaces the first set which contained a larger number of parallel tests than the first set. During spring 1973 the proportion of applicants who passed increased to unacceptable levels as a result of a decision to make the tests public. During autumn 1973, after the publication of tests had been terminated, the proportion of applicants who passed was more moderate. The reliability of this new set of tests is considered as satisfactory from the position of the licensing authority but not quite as satisfactory for the applicants; the risk of failing is quite high even though knowledge is sufficient. /TRRL/
