The procedure for drawing up a traffic management scheme is described: Selection of objectives and policies; Making an inventory of supply of and demand for traffic facilities and environmental areas; confrontation of supply and demand for facilities within the environmental constraints; Suggested actions to reach the selected objectives; Synthesis of suggested actions per objective - by means of weighting - to reach a general set of optimal actions; and a design of a traffic management scheme including priorities, estimation of construction costs and a program to monitor temporal traffic developments. /TRRL/
