A brief review is made of points from the discussion of lr 256 in 1969. The principle is endorsed that it is the total costs which are important, but it is concluded that there is not only lack of data on the form and programming of road maintenance activities but a lack of data on real costs. The range of prices quoted in lr 256 are compared with more recent data from motorways, trunk roads, county roads and A small sample of urban roads. The suggestion is revived that there should be a trial of separate paving contracts and ways in which this might be done are put forward. The second and third editions of rn 29 are compared in specification and cost terms. The main benefit from the change is seen as more accurate design. The competitive position of concrete roads is discussed and the increase in rigid construction illustrated. Two points are made, (a) that concrete may well be more economical in terms of natural resources and (B) that some recognition should be taken of the longer initial life. The suggestion is made of an initial surface dressing on asphalt wearing courses. The development of method related charges in the current revision of the standard method of measurement (ice) could, it is thought, lead to more readily identifiable pricing of the elements in pavement construction.
