This is a state-of-the-art pamphlet covering subjects ranging from earmarking of bicycle registration revenues to the width, thickness and types of surfaces used for bikeways. It reports the results of 87 returned questionnaires in a nationwide survey of 136 cities and counties. During the period in which this survey was conducted, many agencies, such as AASHTO and the States of California and Oregon, have published or revised their own bikeway guidelines. Such regional and statewide planning appears to be important for coordinating the activities of local communities. As the bicycle planning phase is completed, promoting three "E's" of bikeways becomes necessary ... Engineering of bikeways into all transportation projects, Education of bicyclists and motorists in the proper sharing of facilities, and Enforcement of safety regulations that apply to bicycle use on our streets.
