ACCURACY EVALUATION TESTS FOR ASSIGNMENT MODELS OF LARGE TRAFFIC NETWORKS

A study was made to determine which traffic network assignment model of those available in the U.S. Department of Transportation PLANPAC or Urban Transportation Planning System (UTPS) computer packages, would be appropriate for the Greater Melbourne road network in Australia. This article outlines the tests used, commencing with nonparametric and followed be parametric and criteria tests. The results are given of the 19 assignments run in this study. It is noted that a range of traffic assignment performance tests should be used to analyze assignment accuracy. The equilibrium multipath assignment was found to be preferred for the congested Melbourne network.
