REVIEW OF THE PUBLIC UTILITIES STREET WORKS ACT 1950

This review is based on written and oral evidence from organisations listed in annexes of the report and on replies from some European countries to enquiries about their experience in this field. To avoid widening the scope of the review unduly, the committee concentrated on central issues. The review contains the following sections: 1) overall context; 2) public utility works and reinstatements (responsibility for reinstatements, specifications, training and certification, notice and record system, utility supervision and highway inspection, guaranteeing standards, cumulative and long-term damage, financial arrangements); 3) highway management (coordination of roadworks, traffic management); 4) safety and related matters (mapping and location of utility plant, safety of workmen, motorists, cyclists and pedestrians); 5) reducing damage to roads (damage from bursts or explosions, impact of traffic on underground plant, restricted roads, opportunities for alleviating future problems, trenchless excavation and pipe replacement, assessment of social implications, research needs); 6) highway authority works (highway improvement schemes, bridges, redundant roads and bridges). The conclusions discuss the legislative aspects and future organisation, and the overall effects of recommendations. (TRRL)
