THE TEST PROJECT OF PARKING REGULATIONS UTRECHT PART IV. ENFORCEMENT FROM THE POINT OF VIEW OF THE PARKING POLICE

In earlier articles on the test project on parking regulations the effects of increased control and measures to the infrastructure are described. In particular the quantitative effects such as changes in the number of parking offences, the total number of vehicles parking, the time of parking, the selection of transport mode and the number of persons visiting a shop were considered. In this article emphasis is laid on enforcement by a special parking brigade. Consequences of changes of the structure and procedure of the parking brigade are discussed. Recommendations for the education of the personnel of the brigade, their motivation in the job, the policy of enforcement and the problems of a big increase in size of such a team are described.
