THE FUNCTION OF URBAN PUBLIC TRANSPORT

Considering the magnitude of the governmental expenditure in the Netherlands on public transport, it is useful to study the function of public transport and to have a look at the proceeds of this expenditure. During recent years much attention has been given to the increasing operating costs, and the aim to improve public transport has almost been forgotten. The function can be studied very well when there is no public transport, for instance when there is a strike of public transport. In 1981 the public transport undertakings in The Hague were on strike for three weeks. The effects of this were studied, and it was shown that there was no alternative for 17% of the public transport passengers, mostly socially weak people. (TRRL)
