WORKING REGULATIONS AND PRODUCTIVITY OF BUS COMPANY EMPLOYEES

REGLEMENTATION DU TRAVAIL ET PRODUCTIVITE DE LA MAIN-D'OEUVRE DANS LES RESEAUX D'AUTOBUS

There exist two constraints in the organisation of the work force: constraint associated with the distribution of transport demand in time and constraint associated with the application of the working regulations. The study described in this article was carried out at two levels: 1) determination of the purely structural relations between constraints, i.e., in terms of the planning of bus operations. This called for definitions of traffic peaks with respect to both their intensity and duration. This first stage of the study led to the identification of the financial and physical effects of working regulations for different bus companies and to the definition of rules of compatibility between operational constraints; 2) identification of the strategies developed by different bus companies with a view to reducing the excess costs of operating bus services. These strategies aim at optimizing the time/space dimensions of the transport offer by removing the regulations of working arrangements and by organising average working times over the whole year. These strategies have been implemented with varying amount of success by the companies concerned. This article was first published in French in Recherche - Transport -Securite, 1985, No 6, 5-10.
