A CORPORATE PLANNING MODEL FOR A MULTISERVICE PUBLIC TRANSIT FIRM

A formal transit corporate planning model is developed which incorporates three major elements: (1) Objectives for various services; (2) Decision making rules for implementing fare and service policies; (3) A data base established for determining levels of service and fares which equilibriate costs with revenues and subsidies. A computer program can be developed or adapted to solve the problem of fares and service levels. Once the transit planning model has been computerized, management can then investigate rapidly the impact of various scenarios on transit operations. Depending on the quality of the model, there can be a very useful tool for improving the efficiency of its operations through understanding the interdependent complexities of such a multiservice firm.
