RECOVERY RATIO/PERFORMANCE STANDARDS FOR THE TRANSIT INDUSTRY

As state and local government are required to assume a greater role in transit funding, the transit industry must be prepared to do a more intense scrutiny of local management and operating practices as indicated by performance standards. It is recommended that such standards be promoted at the local, regional and state levels, but be opposed at the national level. National minimums could not take into account the range of local policy considerations affecting each individual transit system. Any national level for farebox recovery ratio would be completely unrealistic.
