SAFETY RESTORATION DURING SNOW REMOVAL: PROBLEMS AND CORRECTIVE GUIDELINES FOR POST SNOW STORM CLEANUP OPERATIONS
Recent research on snow and ice control is briefly reviewed and publications on the subject are noted. "Safety Restroation During Snow Removal: Problems and Corrective Guidelines for Post Snow Storm Cleanup Operations" is an interim report from the Federal Highway Administration and represents one of the most complete studies yet done on the problem. The purpose of the 2-phase study was to identify potential winter hazards to the motoring public that should be addressed by State highway agencies and to recommend corrective measures. This interim report identifies the major problem areas during emergency and non-emergency snow removal and cleanup and makes recommendations which suggest that most of the solutions to safety problems lie in the areas of management and procedures rather than technological advances. Four areas of greatest potential hazard are identified. In 1983, the Wisconsin Department of Transportation published "Snow Removal From Concrete Business: Troubleshooter #83-1." This reports the development of a rubber blade which, attached to a conventional snow plow, removes accumulated snow from barriers designed to redirect an errant vehicle. Another valuable report reviewed in this article is FHWA's "Snow and Ice Control Operations" (FHWA TS-77-208). This is the second report of a larger study entitled "Optimizing Maintenance Activities". This report emphasizes the use and proper applications of abrasives and salts in snow removal and control operations.
