LOCKING UP 2 MILLION DWIS WOULD PUT A HUGE BURDEN ON THE CORRECTIONAL SYSTEM
To help communities manage the influx of DWI offenders into their correctional systems, the American Correctional Association (ACA) has prepared a series of five manuals describing the specialized needs of DWI offenders and suggesting ways communities can maximize the effectiveness while minimizing the costs of their correctional programs. The books were prepared under contract with the National Highway Traffic Safety Administration (NHTSA). This article summarizes some of the ideas and suggestions contained in the manuals. In conclusion it is stated that establishing accepted relationships among fines, probation restrictions, community service, and incarceration will offer both courts and corrections officials maximum flexibility in dealing with the limitations of jail facilities. Thereby, communities can ensure that their correctional responses are both cost effective and appropriate.
