SPEED LIMIT AND RIGHT-OF-WAY ARRANGEMENTS DIFFERENTIATE STREET NETWORK IN HELSINKI

During the last ten years several investigations have been made in Helsinki into traffic control. The aim is to raise the level of traffic control, make control operations more clear and support the differentiatton of the street network by means of traffic control. The principles of traffic control system and their application plans are based on the following investigations: (1) survey on traffic signs; (2) survey on right-of-way of main streets; (3) survey on pavement markings; (4) survey on speed limits on main streets; (5) survey of speed limits on residential streets (under way); and (6) survey on right-of-way on collector streets (under way). The differentiation of the street network is common to all these surveys. The role of each street section as part of the street network was decided in the surveys. On the other hand, the surveys have shown structural deficiencies on street sections investigated. The article deals in more detail with the development of the speed limit and right-of-way systems.
