ECONOMIC EVALUATION OF THE STRENGTHENING OF MAJOR ROADS

This paper presents the results of economic studies of main road strengthening in France. Details are given of the national strengthening policies and of the method used to evaluate, and quantify where possible, the economic advantages of co-ordinated strengthening, eg, elimination of the risk of surface failure or serious deterioration in winter, economic consequences of lifting heavy vehicle movement restrictions during the thaw, impact on maintenance costs, vehicle operating costs, road safety, journey times and fuel consumption. An evaluation of economic returns on strengthening operations undertaken will be presented for various types of road. A study is also carried out to see whether the present strengthening policies should be kept or replaced by another one. For the covering abstract of the seminar see TRIS 450808. (TRRL)
