HARD TO SEE WOOD FOR THE HGV'S

The publication of the Wood Inquiry Report "The Effects of Bans on HGV's in Long" last summer and the subsequent decision by GLC to bring forward specific proposals for night-time and week-end bans of HGVs makes consideration of lorry bans topical. The aims of the paper (which is presented in an abstract form) are: a) to outline the circumstances which called the Wood Panel of Inquiry into being late in 1981 and the nature of the task it was set; B) to describe the problems posed by the limitations of data in assessing the effects of lorry bans; c) to discuss the balance of findings in the report for each of the bans considered under the main headings of economic and environmental effects; and d) to assess the likely outcome for London in the light of reactions to the report and of subsequent events.
