GENERAL GUIDELINES FOR PLANNING URBAN TRAFFIC NETWORKS - A PRACTICAL APPLICATION TO THE TOWN OF BORLAENGE, SWEDEN

The Swedish guidelines, published in 1982, are based on three levels of standard: a good standard usually achieved in new developments, difficult planning conditions, such as encountered in the redevelopment of existing areas, and low standard which should be avoided. The motor traffic network is divided into a continuous main network, with high feasible travel speed within and through the urban area, and local networks with lower feasible travel speeds branching off the main network. The rural network is located outside the urban area and may include by-passes. Levels of standard can be assessed by means of diagrams showing the levels of standard in the main motor traffic network (feasible travel speeds, safety at junctions, noise), safety standards in the pedestrian and cycle network, standards in the bus network, and safety standards in the local network. An example is given of the application of the guidelines to the town of borlaenge. For the covering abstract of the proceedings see TRIS 450538. (TRRL)
