LESSONS LEARNED. A REPORT ON THE LESSONS LEARNED FROM STATE AND LOCAL EXPERIENCES IN ACCIDENT PREVENTION AND RESPONSE PLANNING FOR HAZARDOUS MATERIALS TRANSPORTATION
This report is intended to assist cities, counties, and regions in response and prevention planning for incidents involving hazardous materials, particularly transportation incidents. It is based on lessons learned from seven projects funded by the U.S. DOT. The diversity of the project sites makes the examples applicable to other localities. The report presents information under the following headings: getting started in hazmat (hazardous materials) safety management; surveying hazmat transportation and conducting hazards analysis; assessing incident prevention and response capabilities; developing hazmat contingency plans; and implementing and updating hazmat safety programs. Appendices provide further details on the demonstration projects located in the following areas: Puget Sound, Memphis, Indianapolis, New Orleans, Niagara County, Association of Bay Area Governments, Massachusetts, and Portland. Reference documents are also included.
