Present forecasting techniques are intended to project a consistent set of assumptions about future national economic growth and car ownership and usage, in order to privide a basis for estimating likely traffic levels and conditions on existing roads and on revised road networks assuming new road schemes were adopted. This report comments critically on the three main manuals (TAM, COBA and MEA) ussed for this purpose. (TRRL)
