DEVELOPMENT OF WISCONSIN URBAN WORK TRIP MODELS FOR FORECASTING MODAL CHOICE. TECHNICAL REPORT

This report presents a set of multimodal models the Wisconsin Department of Transportation (WisDOT) has developed to forecast people's choice of travel to work in Wisconsin's urban areas. It also describes the methodology for developing the models and thus documents a yearlong study. In addition, it serves as a step guide to transportation analysts who wish to conduct similar studies. Now that the methodology has been established, studies of comparable scope and complexity can be completed in nine to twelve months, and simpler, similar studies in as little as four or five months. The Department has developed these work trip models for several purposes: the first is to expand to the urban areas its ability to forecast in a mmultimodal context; the second is to sharpen WisDOT's urban policies by drawing policy implications from the models; the third is to help individual urban areas in developing their transportation plans by providing technical assistance; and finally, the fourth is to provide a tool for conducting quick and meaningful policy analysis responsive to key issues.
