MANAGING TRANSPORT SYSTEMS--A CYBERNETIC PERSPECTIVE. CHAPTER 3. MANAGEMENT ASPECTS OF TYNE AND WEAR METRO

Aspects of the design and implementation of a publicly owned, urban transport system for the Tyne and Wear conurbation are described. This conurbation in the north-east of England has been subject to a significant change in socio-economic structure over the past two or three decades. The Tyne and Wear Metro system is a response to the changing market for public transport in the area. In the paper, the setting up of the Tyneside Passenger Authority and Executive to plan and operate the metro, is outlined, also their principal duties, which included the provision of a fully integrated public transport system to meet the needs of the area. The metro system is briefly described and attention is focused on some of the problems faced by the management of the project during its design, construction, and integration into the existing public transport network. This is the largest single urban transport project in the United Kingdom this century; it will have been completed in full within thirteen years of first being recommended at a cost in real terms of some 10 percent more than the original estimate.
