THIRD PARTY CONSTRUCTION ENGINEERING. INTERIM REPORT
This study reviews the efficiency, advantages, disadvantages, and potential pitfalls of contracting construction engineering services, which would normally be provided by the Colorado Department of Highways, to third party consultants. This report summarizes the findings of the first months of the study. The state's experience in using third party construction engineering services is very limited. The study plans to examine administration of an overall construction project by consultant, construction surveying as a bid item (or subsidiary to other bid items), and consultant testing under contract to the CDOH; and will run through the 1986 construction season.
