ECONOMIC EVALUATION OF HIGHWAY PROJECTS
The contents of the book are presented in 13 chapters. The first chapter, Basics of Project Planning, covers the following: transport planning and national goals; project features; project analysis; questions evaluation; social surplus; and sequential procedure. Chapter II on Investment Efficiency, covers the element of time in evaluation; and investment efficiency indicators. Chapter III on Assessment and Evaluation of Costs, covers the transport cost system; the assessment of project cost; and the evaluation of costs. Chapter IV (Project Benefits from Reduced Vehicle Operating Costs) covers project benefits; and reductions in operating costs. Chapter V (Optimal Timing of Investments) covers altenative timing as project variants; optimal starting year; and stage construction. Chapter VI (Sensitivity and Risk Analysis) covers the problem of uncertainty; sensitivity analysis; and risk analysis. Chapter VII (Time Savings and Accident Reduction) covers time savings; and accident reduction. Chapter VIII (Surplus Effects Outside the Transport Sector) covers the value added approach; and integrating distributional aspects into surplus analysis. Chapter IX (Non Surplus Effects) covers economic considerations other than the social surplus; environmental effects; and further criteria. Chapter X (Multi Criteria Analysis) covers groups of criteria with different units of measure; matrix presentation; relative weighting; and TEM guidelines for the aesthetic and environmental impact assessment. Chapter XI (Traffic Forecasts) covers traffic forecasting and project analysis; traffic analysis; and forecasting methods. Chapter XII (Regulatory Policies) covers the relevance of regulatory policies to project analysis; pricing policies; and access control. Chapter XIII (Sector Considerations) covers modal considerations; and intermodal considerations.
