MANAGING TRANSPORT SYSTEMS--A CYBERNETIC PERSPECTIVE

This book sets out to describe some important issues in the management of transport systems and to interpret these from within the cybernetic framework. In so doing the potential of the cybernetic approach for analysing the management of transport systems is illustrated. The book consists of two parts. Part 1 contains two chapters. In the first a general analysis of the transport sector as a collection of interrelated organisations, each providing a particular service, is given. The development of the transport sector is described and some issues which will effect its future development are considered. The second chapter discusses the different conceptual models that can be used to analyse organisations. The general principles of cybernetics and the strengths of the cybernetic model as a conceptual framework for the study of organisations, are outlined. Cybernetic analysis attains its most sophisticated form in the "viable system model" of Stafford Beer. An account of the model is presented. In part 2 some essential aspects of the management of transport systems are illustrated by taking six examples the six papers that make up Part 2 of this book were originally presented in a seminar series held by the Department of Operational Research at the University of Hull in the academic year 1983-84. The papers form the following chapters in the book: 3. Management aspects of Tyne and Wear Metro (Howard, DF); 4. Corporate planning in British Rail (Williams, DG and Linney, P); 5. The British automotive industry and road transport (Hooper, JH); 6. The future of UK international aviation (Watts, R); 7. Government roles and relationships in transportation (Gratwick, J); 8. Economic regulation of air carriers in Canada (Smith, JJ). For abstracts of the papers given in chapters 3 and 5 see IRRD abstracts nos. 286086-87. (TRRL)
