This circular describes the provisions of Transport Act 1985 as they affect local authorities in Great Britain though it does not purport to provide an interpretation of the law. It also explains the steps by which it is intended to bring in the new arrangements. Separate circulars, DTP 4/85 (WO 63/85) for England and Wales and SDD 30/85 for Scotland, describe the provisions about local authority and Passenger Transport Executive (PTE) bus undertakings and their transfer to public transport companies and contain the statutory advice of the Secretary of State under Sections 59, 68 and 69. The departments will also be issuing shortly a code of practice on tendering, and further guidance on concessionary fare schemes.
