At issue in the hearing here reprinted is whether the effectiveness of the Bureau of Motor Carrier Safety can best be improved by transferring it from FHWA to NHTSA or whether FHWA's proposal to reorganize the Bureau will suffice. Testimony was heard from representatives of GAO, FHWA, NHTSA and the trucking industry.
