This publication presents a proposal by the New York State Department of Motor Vehicles Research Bureau in conjunction with the Department of Civil Service Employee Health Service to utilize a Recording Nyctometer to test the visual ability of 10,000 individuals under night driving conditions. The object of this study is to gather needed data concerning population norms and deviations on which a workable night vision standard can be based, and to determine the feasibility of administering night vision tests on a mass basis. An appendix to the proposal describes the Recording Nyctometer, giving information relative to its cost and availability.
