This booklet, prepared for employees of the New York State Department of Motor Vehicles, describes fully the operation of the department and the goals it seeks to accomplish. The Department of Motor Vehicles regulates one of the phases of community life that is nearest the individual citizen. For this reason, the department must be particularly mindful of the problems of individuals and must endeavor to serve--not to dictate to--the public.
