STOP DWI: THREE YEARS LATER

STOP-DWI is perhaps the most visible of some 40 reform measures enacted by New York State over the past five years. It has put in motion a process within every county to sustain efforts to implement New York State's drunk driving laws and to save lives. Over the first three years of the program, drunk driving fines totaling over 30 million dollars have been used to support local efforts to combat the problem. This report describes the process and provides some evidence of effectiveness of STOP-DWI in reducing injuries and fatalities due to vehicular crashes in New York State. The report also describes the comprehensive nature of the reform efforts, highlighting the many significant pieces of legislation enacted by the Senate and Assembly. The sound legal framework embodied by these measures has provided local governments with a workable set of laws to use in establishing drunk driving deterrence programs which have saved more than 1,000 lives since STOP-DWI became effective in November 1981.
